日本共同社22日報導稱，菲律賓總統杜特蒂6月底上台之後，曾數次謾罵美國總統歐巴馬，並要求駐菲律賓美軍盡快撤走，與美國保持距離的外交方針越來越明顯；美國方面也對菲律賓國內的人權狀況頗有微詞，具政府背景的援助機構取消了對菲繼續提供援助。
雅賽同時指出，歐巴馬和杜特蒂兩人追求理想的領導人形象和意識形態有所不同，這種關係必須建立在相互尊重的基礎上；他表示，如果是川普總統的話，「情況可能會好轉」。
